The Provincial JOC represents a fundamental shift toward Intelligence-Led Community Policing — moving beyond traditional patrolling to a high-tech, data-driven safety model that turns community intelligence into actionable insights for SAPS and CPF structures across Gauteng.

Spearheading Intelligence-Led Community Policing

The JOC is spearheaded by the Gauteng CPF Technology Committee under the direct leadership of Executive PRO Pillay. As Head of the Technology Committee, he coordinates the Provincial, District, and Station JOC rollout across all of Gauteng.

This ensures that every technological integration — from License Plate Recognition (LPR) to real-time incident heatmapping — aligns with the SAPS Act and the Board's strategic safety mandate. The JOC functions as a sophisticated data engine, not a standalone surveillance system.

The Cascading Operational Model

The JOC functions through a cascading model to ensure that information and response are synchronised across every level of the province — from strategic intelligence at the top to ground-level community alerts at the station.

Tier 1
Provincial JOC

Sets strategic data standards and manages high-level intelligence sharing with the Provincial SAPS Commissioner and the MEC for Community Safety. Oversees the technology framework for all lower tiers.

Tier 2
District JOCs

Co-ordinate regional resources across the five main districts — Johannesburg, Tshwane, Ekurhuleni, West Rand, and Sedibeng — translating provincial intelligence into district-level operational responses.

Tier 3
Station JOCs

The operational boots on the ground. Local community alerts are captured at station level, verified, and funnelled upward to District and Provincial JOCs for broader pattern analysis and strategic response.

Real-Time Alerts & Communication

Staying informed is a critical part of community safety. The JOC has launched a dedicated digital channel to ensure residents receive verified, real-time safety alerts directly from the Provincial JOC.

📢 Safer City — Report a Crime

The Safer City reporting programme gives every resident a direct, verified channel to submit crime tips and safety concerns to the JOC. Reports are triaged by the JOC team, corroborated, and — where actionable — shared with the relevant SAPS station or CPF structure.

You do not need to identify yourself to submit a tip. Community intelligence submitted through these channels is handled in strict accordance with POPIA and is never shared with third parties outside the JOC pipeline.

Technology & Innovation

The JOC utilises a sophisticated technology stack to turn raw community input into actionable intelligence. Every tool is designed to complement — not replace — SAPS crime intelligence systems.

Integrated LPR & ANPR Network

A provincial web of License Plate Recognition (LPR) and Automatic Number Plate Recognition (ANPR) cameras identifies vehicles of interest in real-time. Flagged plates are cross-referenced against SAPS databases and shared directly with responding officers.

Predictive Analytics & Heatmapping

Real-time incident heatmapping identifies emerging crime hotspots before they peak. This allows for the strategic, pre-emptive deployment of community patrollers and SAPS resources — shifting from reactive to proactive policing.

Provincial CPF Database

A centralised provincial database managed by the Technology Committee tracks station CPF compliance, executive vetting status, and board membership records across all five districts.

Community Intelligence Capture

Station JOCs provide residents with verified channels to submit community intelligence. All submissions are reviewed, corroborated, and processed in line with POPIA before being integrated into the provincial intelligence picture.

Governance & Reporting

Safety, privacy, and interoperability with SAPS are at the heart of the JOC's operations. Every tool deployed is governed by the applicable legislation.

POPIA Compliance

The JOC operates in strict accordance with the Protection of Personal Information Act (POPIA). All community-captured data is handled with the highest levels of security, stored appropriately, and used exclusively for lawful community safety purposes.

SAPS Act Alignment

Every JOC function operates within the mandate conferred by Section 18 of the SAPS Act No. 68 of 1995. The JOC supplements — and does not supplant — SAPS's own crime intelligence and CIMAC platforms.

CIMAC Integration

The JOC is designed to integrate directly with SAPS's existing Crime Intelligence Management and Analysis Centre (CIMAC) platforms, creating a unified safety umbrella across the province.

Safer City Integration

The Safer City crime reporting programme is now live. Residents can submit tips and safety concerns directly to the JOC via WhatsApp (060 013 7112). All reports are POPIA-compliant and feed directly into the JOC intelligence pipeline.
