Civilian Oversight: GDCS & Provincial Secretariat

The MEC's authority is grounded in three primary sources:

• Section 206 of the Constitution — provinces must monitor police conduct, oversee SAPS effectiveness, and promote good relations between the police and the community.
• Gauteng Community Safety Act — establishes the Department's authority to govern and evaluate all CPF structures in the province.
• SAPS Act 68 of 1995 — the CPF is the only legislated community structure mandated to engage with SAPS; the MEC ensures these structures are upheld across 144+ Gauteng stations.

• Monitoring Police Conduct: Assessing the effectiveness and conduct of the SAPS within Gauteng.
• Overseeing Service Delivery: Evaluating the efficiency of visible policing and specialised units.
• Promoting Community Relations: Fostering transparent, accountable relationships between the police and Gauteng residents.
• Determining Policing Needs: Assessing specific safety requirements of Gauteng communities and communicating these priorities to the National Minister of Police.

• Directives for Establishment: The MEC may issue directives to establish, strengthen, and support CPF boards across all Gauteng stations.
• Approval of Constitutions: The MEC, through the GDCS, ensures the Provincial CPF Constitution aligns with national regulations and the SAPS Interim Regulations (2001).
• Certification of Functionality: Responsible for evaluating whether a CPF is "in good standing" and fulfilling its oversight duties over its local SAPS station.

The MEC is the executive sponsor for the Community in Blue (Provincial Patrollers) programme:

• Vetting & Induction: All patrollers are formally screened and integrated into the broader provincial safety strategy.
• Operational Standards: Patrollers operate as a disciplined extension of community policing, focused on visibility and crime prevention.
• CPF Integration: The programme is executed through the CPF network with the GDCS providing oversight and the GPCPB providing coordination.

The GDCS oversees the implementation of the "Community in Blue" patroller programme, ensuring that all community patrollers are:

• Formally inducted through the CPF structure
• Vetted and cleared before deployment
• Integrated into the CPF network with defined operational mandates
• Monitored for conduct and accountability

The GDCS coordinates specialised support desks executed at station level through the CPF:

• Youth Desk — diversion, mentorship, and anti-gang programmes targeting at-risk youth in all five districts.
• GBV Sub-Committee — gender-based violence prevention and victim support, led provincially by Ms. Pearl Manqele (GPCPB Executive Deputy Secretary).
• Victim Empowerment — community awareness and referral networks at station level.

While CPFs are volunteer-led structures, the GDCS facilitates resource allocation for major provincial safety projects:

• Facilitating funding pathways for the Gauteng Provincial JOC technology rollout.
• Supporting LPR/ANPR integration and the Smart Province vision in collaboration with the GPCPB Technology Committee.
• Coordinating POPIA compliance across CPF data-handling processes.

• MEC for Community Safety: Political head — final approval on provincial safety strategies and CPF directives.
• Head of Department (HoD): Administrative head — oversees the evaluation of CPF functionality reports across all districts.
• GDCS–GPCPB Liaison: Quarterly engagement between GDCS officials and the Provincial Board Executive to review policing needs and programme performance.
